Minutes of the USSA Northern
Division meeting, held at the AmericInn on October 1, 2005. (Approved at January 2006 meeting)

Meeting called to order 9:15am, Oct. 1, 2005, AmericInn,
Bozeman, MT
A. Old Business
- JC Knaub is stepping down as President of the ND , and nominates Craig Krueger, who coaches for
Discovery, as President.
- Pickering seconds the motion. Motion is passed.
- JC will still attend the Park City meetings with Craig
Krueger.
- Craig moves to nominate Alrick Hale, with the Big Mountain
team, as Vice President. Motion is seconded and approved.
- Marjorie Knaub moves to accept the Spring minutes, seconded
and passed.
B. Treasurer's report (Tim Ibey is absent, Marjorie Knaub reporting for Tim.)
- A motion is made to pay Jenn Stielow in proportion to Caryn
Jones' 2004-2005 salary, as CJ's salary is documented with time cards. Documentation C. Kolarich's hours is in Park City and has not been available as of yet to the division to review.
- There was a discussion regarding charges for van usage at
out-of-division races. Since the coaches need transportation during a race, athletes need to cover these expenses. Athletes that fly to an event still need
to share in the fees for use of a van.
- Marjorie confirmed that the ND Certificate of Deposit is
still at Three Rivers Credit Union in Kalispell.
- Marjorie: "We need to get account details and access information."
- Treasurer will not be the bookkeeper. Tim Ibey will act as
overseer to the account.
- Online banking will be accessible to: Devara Denker, Jenn, Marj, Craig, Tim for emergencies.
- Accounts will now be at Wells Fargo.
- CD : Will remain at Three Rivers.
- Jenn will start the process to secure a Credit Card through Wells Fargo.
- Don Brocket had a written request for clarification of the
comp policy at the 2005 Big Sky FIS.
- We confirmed that at the 2005 Big Sky FIS, Big Sky should comp the 5 low-point men, and the 3 low-point women.
C. Administrator's Report
- Jenn needs club addresses, and will be expecting all clubs
to respond to her request for contact information.

Intent process and protocols for submitting
- Intent to Competes International, Out of Division/Region
- Discussed new Regional Directors Quota protocol.
- Reviewed financial aspects of WR Dawn O. remains as
Treasurer for the time being until a replacement can be found.
- Went over
new van policy taking effect at the Regional and National levels no more 15
passenger vans. A great deal of
discussion occurred over this topic, including mileage reimbursement, and
possible side effects of reducing the carrying capacity of the vehicles causing an
increase in expense the discussion was tabled for the ND meeting the next
day.
- Selection process
overview for 2005-06 Intent to competes, selections, etc
- Northern Division will adopt the WR Intent
Process; the process is located here. There will be no exceptions to this rule; all
intents are due on the 1st of each month prior to the month in which
the races occur.
- It
has been asked that the teams also submit their staffing plans for those races
on the first as well to assist in budgeting and competition project planning.
- The WR Champs selections will still be
conducted on a four event board we still want to encourage 4 event skiers
even though the races this year (2005-06) are only technical events (GS/SL).
- Selections processes for all other events
will remain as published in the handbook.
- Administration Position
- Tabled for
discussion at ND meeting October 1, 2005
- Finalization of
2005-2006 Calendar:
- Calendar
issues centered around discussions on how to improve the calendar to include
more college participation as we are still experiencing overlap where the
colleges have races to attend when we have scheduled qualifiers.
- This issue
will need to be in the forefront during calendaring for the 2006-07 season. The calendar for ND qualifiers
was left as scheduled last June 2005.
- In order to take full advantage and improve the point
profile of our juniors we need to integrate the colleges and both parties must
work together as this is a very small division.
- To address this issue we added two races where the colleges
can attend Races added were Dec.10, 11 in Red Lodge and Dec. 31, Jan. 1 in
Big Sky.
- Discussions were also held and a tentative camp scheduled to
help bring the division together and introduce the athletes and coaches of ND
to boost development and strengthen bonds between traveling coaches and
traveling athletes of ND.
- Sanction agreements were handed out to the coaches present
who had races scheduled.
- A discussion was had surrounding coaches education Jenn
will contact Finn Gunderson to try and schedule a 100 Level clinic. (Jenn did contact Finn and heard no
response of Dec.10 & 11 because of staff shortages have sent e-mails but
still no response as to the availability of later dates)
- Development team: Changes were made last meeting and need to be
solidified prior to ND meeting on Saturday and then updates can be made to
handbook and voted on.
- Development
team will move towards a selection process similar to the selection process
used for World Junior selections. The
process will be finalized and discussions will be held at a later date along
with updating the web and ND handbook with these changes.
- The ACC feels that the bar needs to be raised and the
development team should include 1986 YOB. It was noted that this does include some of the collegiate athletes an
athlete must be in the division for the prior year and needs to participate in
ND races to be eligible for the ND Development Team. (Still to be confirmed just discussion
topic).
New Business:
- Travel policies/planning
for 2005-06
- Need to plan more in
advance:
- All athletes traveling or participating on the Northern
Division quota will be required to complete the ND Code of Conduct Agreement
and have Medical Releases on file at the ND offices by Nov. 15th in
order to participate in ND Projects.
- Staffing availabilities from teams
- Jenn has asked that teams submit this information or at the
very least commit to a staff member on the 1st with the athlete
intent to competes.
- Lodging preferences
- Affordable and has the basics covered for normal needs while
attending a race.
- Travel and Expense forms need to be into Administrator immediately
following event deadline in order to eligible for reimbursement?
- The coaches need to have the electronic version submitted
within a weeks close of the competition project as we need to clean up the
accounting practices and this was identified as a deficient area.
- The costs of transportation will for the most part be moved
to coaching expenses as it costs money to get the staff to the races and all
participants in the project must share equally in the cost of transporting
coaching staff.
- Creation of a general explanation of costs for parents what is
included in trip cost and WHY
- We know, but they dont needs better explaining/policies on what is
covered and shared by division and by individual teams when traveling.
Motions were made to present at the
Fall meeting Oct.1, 2005.
- We need to adopt a policy and payment plan for all past due
amounts from previous seasons. All
payments must be submitted by Dec. 1, 2005. A personalized letter will accompany the invoices. (The deadline was pushed back to Jan. 1, 2006
due to some delays in information exchange between Knaub & Co. and Jenn).
- Coaches will turn in expense reports within 7 days time
frame.
- ACC is looking to the Board of Directors for action and
decisions towards finding a solution to the past debt issue and assistance in proving what is owed by athletes and parents.
- Estimated project costs will be posted on the website at
the time of selection announcement. Registration/payment forms will be posted on the web after participants have confirmed
their intent this allows for more accurate accounting of events
- After the completion of a race, the actual amounts spent in
the various categories will be published on the web to help improve
communication and alleviate confusion of actual costs incurred by the division
for a competition project.
- Athletes must remain current with their account, if an
account has a past due amount that athlete will not be allowed to participate
in the next upcoming ND project.
- Checking into the possibilities of having credit card
processing available still pending.

Additional discussion of ACC items and issues on September 30, 2005:
- Regional Director's quota is 5 per gender/race, max 30
/season
- Jenn will adopt a medical release form, divisional team
agreement. J3 and up will be required to complete this paperwork, which will be
on the website. Jenn will then scan
these, and distribute to all coaches for travel in a CD format.
- The deadline is Nov 15 for all athlete info.
- DT Alpine Elite Team confirmed. See ND handbook for
explanation of criteria.
- Briefly:
- J1's and J2's: In order to qualify, the college athletes
will have to have been a ND member the season prior, and will need to compete
in ND races during the current year.
- Statements of expenses for Division Projects need to be
mailed to parents within 2 weeks of the end of the project.
- Calendar change: Dan Brelsford from MSU attended ACC meeting: He has added 2 races; USSA scored, but are not ND
qualifiers. These will be Dec 10, 11 GS & slalom, and Dec 31, Jan1 GS, SL
- A coaches education clinic, level 100, is proposed for Red
Lodge Dec 10. Clubs would pay these expenses. Jenn waiting to hear from Finn G.
- Van discussion:
- In compliance with recommendations from the National Transportation Safety Board, USSA will not support 12 or 15-passenger
vans.
- ND pays $1/mile for vans currently.
- Northern Division will not reimburse clubs for use of their
vans.
- Recommend to rent Suburbans and trucks.
- If USSA is not covering, do we need ND insurance?
- Reimburse coach @ the IRS rate?? (48.5 cents/mile)
- Division projects will rent Suburbans or pickups only. Need trip analysis with Suburbans.
- Progressive Insurance Co. BSF needs to check if reimbursement beyond the IRS rate changes the van to a charter status.
- ND agrees to phase out van usage.
- Move to reimburse programs for divisional sponsored projects
travel at standard IRS rates.
- Team Suburbans still $1/mile when driven by a coach. Personal passenger vehicles exempt. All athletes share transportation costs, as
they are used to transport coaches; this will fall under coaches fees. Rate is $1/mile.
- USSA (current policy)
approved vehicles will be reimbursed at $1 /mile.
- Need council from
attorneys to determine what is the ND liability as a non-profit. ***Tabled until attorney consulted, will hold phone
conference.
- Other Vehicles not approved will be given standard IRS rate
- We foresee that 3-4 vehicles will now be required for trips.
- Rate issue : will
visit this issue at the Winter meeting.
- How to reimburse BSF, BSSEF for mileage: costs rental + gas.
- Big Mountain coaches not allowed to ride in 15 passenger
vans while on the job.
- See vehicles called Freightliners.
- Project expense issues:
- Jenn will post information and
budget estimate on the website. Balance of project expenses will be charged to the athlete's
credit card if they do not finish paying within 2 weeks of project finish. They
will also pay any cc fees that ND incurs, apprx. 3%
- J2 and up provide
Credit Card information at the beginning of the season.
- Athlete Invoicing : discussion of late fees.
- If athletes do not pay their balances, they will be denied
Division support; coaching and transportation
- Jenn will put together an estimate for each major
project, including new transportation
fees. These will be posted on the website, then expense estimates updated when
participants have confirmed. Updated again after the race expenses are
submitted so everyone knows if they will owe more money.
- Estimates posted 2 weeks ahead. Estimates need to be high.
- Past Debt Issue with USSA.
- We owe USSA for Caryn Jones' salary from last season. We were not sent documentation of this in a timely
manner.
- Our own ND athletes owe the Division $15-20,000.
- Walt Evans will place a hold on memberships for athletes
that we document as past due.
- Craig will write letter to each invoiced athlete.
- If prior project not covered, athlete may not receive
further division support.
- Payment due 48 hrs after notification.
- Calendaring
- See calendar on web, RMC and MSU will be adding races yet.
E. USSA
- Updating officials, we will have Jeff Weinman and Mark
Megerth.
- Currently 5 Technical Delegates in ND.
F. New Business
- Fundraiser for ND at
spring meeting?
- Karl Tyler employee :
Ken Stolz, needs to be contacted to get sponsorship info and details.
- Chevy Suburban for ND? Tabled to winter meetings
- Try for a fundraising event at the spring meeting?
- Dryland training guidelines for athletes?
Will discuss the $15-20,000 in outstanding fees at the phone conference 10/12. USSA needs us to set up a payment plan.
